A Multi-Tiered System of Supports (MTSS) is a systemic, continuous-improvement framework in which data-based problem solving and decision-making is practiced across all levels of the educational system for supporting students. The framework of MTSS is a “way of doing business,” which utilizes high quality evidence-based instruction, intervention, and assessment practices to ensure that every student receives the appropriate level of support to be successful. A Multi-Tiered System of Supports helps schools and districts to organize resources through alignment of academic standards and behavioral expectations, implemented with fidelity and sustained over time, in order to enable every child to successfully reach his/her fullest potential.

Jeffrey De La Garza serves Plainview ISD as Director of MTSS – Multi-Tiered Systems of Support, Coordinator for Driver’s Education as a classroom teacher. Jeffrey has worked for PISD for 29 years. He has worked at Coronado (13 years) teacher and coach, College Hill (2 years) assistant principal, ASH 6th grade campus (3 years) assistant principal, Coronado Middle School (1 year) assistant principal, Student Support Services (5 years) Associate Director, and Education Complex (5 years) Director of MTSS. Jeffrey oversees areas of MTSS, behavior, social-emotional, RtI, Driver’s Education, IMPACTT Hearing Officer, and Coordinator of Title IX. Jeffrey has three daughters Sandra 30, Stacey 28, Stormie 26; and two grandkids Alyssa Acosta 8, and Ayden De La Garza 6. Jeff has one son-in-law Roy Acosta 24. Jeffrey enjoys movies, traveling, and grandkids time.

Rhonda Jackson Student Support Specialist – MTSS responsible for performing casework service to help students resolve social, emotional and behavioral problems that interfere with their adjustment to school and their ability to enjoy the benefits of the educational process.  Rhonda will provide support and training for teachers, staff and parents to address and manage children with challenging behaviors.

Rhonda has a passion for helping others. Before coming to the district Rhonda had spent 21 years in Mental Health Services.

She is a graduate of Plainview High School and Wayland Baptist University. Rhonda is married to her high school sweetheart Andrew Jackson, Director of Adult Community Supervision. They have 4 children and 6 grandchildren who are her pride and joy. Rhonda loves being involved in sports activities and spending time with her family
